About the Event

The session explored the urgent and growing crisis that informed the creation of the Independent Sentencing Review, but also the significant opportunity to reorient the justice system toward reducing reoffending, strengthening rehabilitation, and ensuring fair, timely and proportionate decision-making across custody, probation and early legal advice.


David Gauke and Lord Timpson emphasised the need to shift away from short custodial sentences, invest in a properly resourced and trusted probation service, integrate technology and the third sector, protect victims, and adopt a holistic, system-wide approach that recognises how pressures in one part of the system undermine access to justice across the whole pathway.


The session concluded that without cultural change, early legal representation, and a justice system that supports rehabilitation through skills, employment, stable accommodation and consistent community alternatives, the system will remain overloaded and unable to deliver meaningful access to justice in the UK.
